ice time is very expensive, your in for a battle to make this happen.
it wasn’t up until about 3 years ago that the schools in our district made hockey a school sport, instead of the “club” sport for liability issues.
unfortunately for you, it looks like the school doesn’t even want to get caught up. all you can do is sit in school board meetings and propose your plot.
if that doesn’t work you basically have to handle this like youre making your own league. you will have to schedule the ice times yourself and find a way to get funding. not an simple process. your team may end up paying a lot of cash without school fundingd
