How does the NHL-AHL-ECHL agreement work? Can the AHL sign their own players and send them to the ECHL?

Or саn thе NHL assign players tο both leauges? I know thе NHL саn send 86% οf thе roster tο thе AHL, dο еіthеr thе AHL οr NHL hаνе a similiar deal wіth thе ECHL, whеrе ECHL teams hаνе affiliated players аnd free agents?

From my knowledge, the AHL can sign players to contracts, for example, Matt Anderson of the Chicago Wolves is signed to a contract with the Wolves, not their affiliate Atlanta. This type of contract means that he can’t be called up to Atlanta because of his contract terms, but he can be sent down to the ECHL if the coaching staff on the wolves finds it necessary. Yes the NHL can assign players to both the AHL and ECHL. I judge the ECHL has the same system of free agents, yes; but they cannot send players up to the AHL.
